    转文,华尔街悖论

    这是奥巴马先生对华尔街在接受巨额联邦资助的情况下仍然派出180亿美元奖金做出的评价。

      

    然后华尔街的回应是:不发奖金,我们就留不住最好的人。

      

    类似的事情也出现在汽车业上过,美国的汽车巨头们这些年来亏了不少钱,但仍然给他们的CEO发高额的薪水和奖金。老板们的回答是:为了留住好的高管,我们必须按市场价格付工钱(潜台词是:高薪)。如果我们不给那么多钱,我们只能雇二流的高管,那我们会亏得更多。

      

    我觉得华尔街说的是对的,我觉得奥巴马说的也是对的。但双方似乎不可能同时都是对的,这说明整个事情不太对劲。

      

    我就在想,这件事情究竟哪里不对劲?我个人的答案出奇的简单:政府的钱就不应该进一个按市场规律走的企业。政府的钱和按市场走-这两件事情在很多时候是有点互斥的。如果你更关心政府的钱,那扔钱的时候就得限制企业的“市场行为”。或者如果你在意企业的“市场行为”,你就不要把政府的钱扔进去。政府的钱和市场行为在一起,结果就是中国人很熟悉的“国有资产流失”。

      

    但这正是美国政府面临的悖谬:一方面他们觉得政府必须向银行扔钱,免得他们倒掉,另一方面又怕落下“社会主义”和“国有化”的名声,从而在约束银行行为的方面缩手缩脚。可是,我简单的思维告诉我,这两件事情是很难相容的。

      

    有时候,妥协带来的未必是好结果-做一个纯左派或者纯右派恐怕都比中间派强。碰巧的是,克鲁格曼最近也写了一篇,标题是破坏性的中间派(The Destructive Center)
